  • The annual Executive Members Meeting and General Meeting of ICFO were held at Function Room 7 on the second floor of Melia Hanoi Hotel, 44B, Lay Thuong Kiet Street, Hanoi, Vietnam on 1 December, 2008.
  • A total of 17 participants from 6 member organizations of 6 countries, plus 3 observers, namely, in total 20 people took part in the meetings.
  • All the agenda were approved as proposed by the secretariat.
  • The details of the meeting were as follows:
  • 1. Opening
  • Mr. Ikuhiro HATTORI, Chairman of ICFO made an opening speech. He proposed that since the number of participants was not so large, and the difference of agenda between Executive Members Meeting and that of General Meeting of ICFO were the same except that in the General Meeting, report on the activities of ICFO member organisations was made, the two meetings should be combined into one meeting, which was unanimously approved.

  • The following resolution was unanimously adopted:
  • "Resolution for Support to Management of Fisheries Businesses"(see the attachment)
  • (3) Date and Venue of ICFO¡¯s next annual meetings
  • It was decided that the annual meetings of ICFO in 2009 (Executive members meeting and General Meeting) should be held in Geneva in any one of the days during 16 to 20 of November, 2009 when the ICA General Assembly is held.
  • It was agreed that ICFO Secretariat will provide the schedule (date, time, venue and agenda) of ICFO meetings to the members as soon as they are arranged and decided.

  • (1) ICFO Secretariat
  • Due to the restructuring proposal of ICA which was approved by the extraordinary General Assembly held in Rome, Italy during 5 to 6 June, 2008, it became necessary for all specialized organisations (SOs) including ICFO to meet with the new framework of work plan of ICA.
  • One of the activities required includes opening and operation of a website and issuing of regular news.
  • Under the circumstances, JF ZENGYOREN, which has so far served as ICFO Secretariat since 1976, proposed that due to its internal financial difficulties and lack of manpower, it wanted to transfer the function of ICFO Secretariat to ICA Geneva: as a result of the questionnaire made before the ICFO meting in Hanoi, it was found that there were no member organisations which wanted to take over the Secretariat function of ICFO from JF ZENGYOREN.
  • Mr. Iain Macdonald, Director General of ICA and Ms. Maria Elena Chavez, Deputy Director General of ICA were present at this meeting.
  • As a result of discussions between the members present and the two (Director General and Deputy Director General) from ICA, it was agreed that the question of the ICFO Secretariat shall be discussed between ICA Geneva (headquarters) and JF ZENGYOREN with the premise that its function be transferred to ICA Geneva by the next ICA General Assembly (which will be held from 16 to 20 November, 2009).
  • In other words, the ICFO Secretariat will be transferred to ICA Geneva by November, 2009.
  • It was noted that although the Secretariat function of ICFO is transferred to ICA Geneva by November, 2008; the MAFF-funded project of 2008, that is ¡°the Training Project for Promotion of Community-based Fishery Resource Management by Coastal Small-scale Fishers in Asia¡± shall be completed by JF ZENGYOREN¡¯s responsibility.
  • As regards the MAFF-funded training project for 2009, it was agreed that JF ZENGYOREN will consult with MAFF concerning how it should be implemented, and as soon as agreement is reached, its conclusion be informed to ICFO members.
  • (2) Reference Information
  • The Secretariat introduced the emergency measures taken by the EC to tackle fuel crisis, which was announced by the EC on 17 June, 2008. Members noted this as reference information.

  • There were no other agenda to be added.
  • 3. Closing
  • Mr. Lee Jong Koo, Vice-Chairman of ICFO made a closing speech.
  • Note:
  • On 2 December, 2008, a field study tour was made to Ha Long Bay.
  • A total of 22 people from 5 countries (including a guide from Vietnam) took part in this tour.
